A stock plan is a pre-designed house plan (or blueprint) ready to be shipped to customers. It comes with a license to build one home. If you wish to legally make modifications or changes to any stock house plan, you (or your home builder) will generally have to buy a reproducible set, a PDF files or a CAD files, from the original home designer. Also, most house designers are offering to modify any of their own house designs or stock plans, which is normally more economical & more efficient. If you wish to build more than one home from the same set of house plans or blueprints, you need to acquire a multiple construction license (also called a multi-build license, unlimited builds license or rebuild license).
